It certainly is the FINAL fee for the occupant.

FInal value fees can vary depending upon the price, the category, the promotion percentage, the seller store subscription, the seller's rating, the seller's metrics, the buyer's location, whether the seller is in Managed Payments, and probably a few other things I've probably forgotten.
