Is this Promotion for a Fixed Price listing or an Auction?

For an Auction it's a fixed fee that is non-refundable regardless of the outcome (sold, not sold, ended early)

For a Fixed Price listing you can remove the promotion at any time but if the listing remains active any buyer who looked who has clicked on a Promoted Listing link (not the listing itself) and then purchases within 30 days will be subject to the Promotion percentage.

Yes there is a certain time frame. Here is the link to ending a listing which spells out every detail. No sorry, promotion fees are not refundable on auctions....

If there is a bid on your auction and you cancel it you be be charged a percentage of the bid by eBay. Only cancel an auction without bids.
