Two different eBay checkout modes - Why won't Paypal Credit work in both?

eBay seems to have two different checkout modes running concurrently, the older one takes you from the "Checkout: Review order" page where your cart items are, and when you click the "Confirm and pay" big blue bar on the right it takes you to the old style PayPal login page/screen. From there you can choose (from top to bottom) PayPal, PayPal Credit, or credit card on the right pane. What I was having trouble with today is the PayPal credit choice, which ended up not working, with a "500 Internal error/server error..." when I tried to pay for items in my cart, including invoiced items. However, when I went to a single "But It Now" item, and I tried the Paypal Credit buttom, hit Confirm and pay, and it properly goes to the new PayPal login window launched with the lock and blue spinning circle, and does the credit transaction flawlessly. Later today while writing this I tried again the 'cart' checkout and it seems to go to the newer looking Checkout page where on the left column you get the arrangement: Paypal, PayPay Credit, Credit card selections, above your name/address and the item(s) etc below, same side.  I think this is also fully functional, as long as you don't end up at the older PayPal checkout page.  What is happening is it seems purely at random what purchase you make gets what screens to show up and what options you then have. The Buy It Now always goes to the latest Checkout page, but not invoices purchases - not always though. Is there some kind of bug in the system that does this? Are some checkout methods being beta tested? I wish I could get a consistant Checkout page with each purchase so that I have the full choise of options and ability to add to cart items without having to log onto PayPal for each item I purchase. Thanks to anyone that knows what is going on.
