eBay has sent me messages telling me that if I reduce an item price by at least 5% that watchers would be notified. YMMV
Nice thing about doing it that way is that if you use "fixed price with immediate payment required"(IPR) the IPR remains. Offers do not maintain the IPR requirement.

I have received notices that something on my watch list has been reduced in price. I don't know if that is automatic or just another random bot at work. I get far more bites by sending offers to watchers.

I have received offers as low as 5% off just for watching an item.
I often watch items hoping the sellers throw me a little bone and usually it's successful!

Yes. I think whether you rcv them depends on your preference settings for Communications from eBay.

Yep, and it makes no sense. No reason an offer can't maintain IPR, yet the programming flunkies ebay hires cant figure it out.

The OP is not referring to offers but rather a price reduction, it's not an best offer type situation.
On the Best Offer / IPR front, eBay has been doing a test where they require buyer to provide payment info in order to accept the offer. It's been a small test but ran for at least 6 months (and may still).
There has been mostly silence on the results but I expect there might be something in the next Seller Update.......nobody knows at this point if it will go site wide at some point or not.

I don't think those go out to all watchers, obvious not the ones that have turned off marketing notifications and also probably any watchers older than X days.
I have received notification of price drops for listing I only viewed but never watched. Those are usually very recent views (a few days).

Yes, yes they do.
I get emails telling me to hurry up, the item I am watching is now reduced in price!
Problem is, I get SO many e-Bay emails, that I rarely read them timely and often, by the time I do, it sold.
