Why did Ebay discontinue the Resolution Center?

Why did Ebay discontinue the Resolution Center?  It used to be really helpful for sellers who encounter buyers who never pay. I've now had three buyers over the past 30 days - who won auctions -  but didn't pay.  The buyers just disappeared and didn't respond to emails asking for payment.

I used to be able to open a case through the Resolution Center, where ebay would send the buyer a reminder - and this usually worked to get the buyer to pay. But the Resolution Center is suddenly gone, where you're redirected to the seller hub - which just gives you the option to cancel the transaction. I don't even know how long I have to wait for the payment before being allowed to cancel the transaction.  It's really frustrating.

Does anyone else find it really annoying that ebay has discontinued the Resolution Center?
