Any one has less people bidding after the first bidder places 2 bids?

had a buyer with 0 feedback bid up a item I was selling and did not pay. Went through unpaid case without no luck. If I put this item back on sale how would I stop this buyer from doing it again?

what do i do if a seller over charges shipping. Seller charged total shipping of $48.10 but items came in a medium flat rate box.
