Mine is MasterCard, and my purchase attempt was for under $10. When I go
to manage my payment options, it throws a similar error, so something is
definitely messed up right now.
I'm having the same issue while trying to pay for a label to ship an
item. There's nothing wrong with my card. I think eBay is just spazzing
out at the moment. Hopefully they figure it out soon because I have some
items to ship today.
