I had a top bidder request cancellation. They purchased the item elsewhere cheaper. Can I offer it to the next highest bidder? Ebay asks to cancel and relist the item.

I am a seller. I had a highest bidder request a cancellation after the auction ended. They bought the item elsewhere for less. Can I somehow offer the item to the next highest bidder. I only see an option to cancel the winners bid and relist the item...
