So, I didn't see any changes in the latest policy update concerning
holding irresponsible buyers at fault for canceling a transaction
resulting in a financial loss to sellers due to PayPals theft of fees

Just how are you going to pull the PayPal fee from the refund when eBay
doesn't offer that option?
I agree. There is not enough left over to make it worthwhile anymore by
the time Ebay, PayPal and the IRS rifle through your pockets. What a
poor joke its all became.
It doesn't matter. If you ship it and the buyer doesn't want it here is
how it will end up. They will claim there is a problem with it and not
only will you lose the PayPal fees but also the shipping fees both ways.
