Anyone having trouble at post office with the .69 eBay standard env being charged extra because it is not machine able ?

How do I handle getting a refund on a lost package. If I understand it right eBay has an insurance that if a package doesn’t make it to the buyer and it never makes it. Should I be able to get a refund from them?
