$5000 limit

I was thinking about selling on EBAY I don't understand the $5,000/$600 rule for taxes. If I sell $3000 worth of $5 items, do I pay taxes on that? I thought it said if you sell one $600< item you have to pay taxes, but I wasn't sure.

Item sent to Hawaii Ground Advantage Still in Transit After 3weeks.

I sold an Item to a buyer in Hawaii, sent it out Ground Advantage and its still shows in transit after 3wks. Contacted Buyer and they said they've had items lost before. I've never had an item not delivered. How do I handle this? Thanks
