Promoted Listings not getting orders

I normally get orders almost on a daily basis. I started a Promoted Listings campaign based off of a promotion eBay was offering. Since starting this campaign a week ago I have not received one order. I have searched some of my items and seem to be buried in the listings and not showing Sponsored. I have a couple items that do show at the top of the search list and show sponsored. These items I really do have competion and pretty much show at the top of search anyways and these are some of my top selling items again no sales for them as well. Does promoted listings really work and worth it? Btw, not sure if it makes a diffrence but I am a Top Rated Plus seller. That being said, I have always understood Top Rated also helps you get listed in the top search listings. I have not seen any changes there either.

Was this a PPC promotion? If so, you actually have to enter the keywords you are paying for for the item to show up. 

The antidotal evidence I've observed is that any changes to any type of promoted listing can take some time to fully flesh out in search. While this process goes on, sales do seem to slow. Again, no solid proof this is what is happening as there are MANY factors that impact sales. 

I looked at your 90-day sales history. You've had 27 sales. That is nowhere near having "orders almost on a daily basis." In fact, you went without a sale from July 5 to July 14.
