Odd (pewter?) crying baby plate - marked

Does anyone recognize the mark on the bottom of this odd piece?  It's footed and cupped like a dish or tray or plate of some kind.  I've looked for hours but can't find it online.  I can't read the initials on either side but the figure in the center of the mark appears to be a man wearing a tri-corn hat and carrying a net in one hand and a brace of (fish? birds?) in the other. My second post below shows the back of the piece.

Does anyone know what this object may have been used for or when it may have been made?  Maybe a value?

no real clue   might want to ask the antique board about  the marks.

just because of the subject matter  I would think it was a dish to hold a babies  diaper pins in.
