UK returned mail from front WW II

For you GB/UK experts, I’m wondering if this cover is the polite way the British had of returning correspondence addressed to KIA servicemen.  I’ve seen letters that were sent to US service personnel returned with rude, shocking notices: DECEASED, KILLED IN ACTION—I only hope the families of the dead had already been made aware in some more dignified way.
