Question 1 - They are registered.
The copy I have was purchased by me from them, i.e., I'm the first and only owner.
Is it mine to sell?
Question 2 - I cannot find any listings that give me the resale value of older editions.
Mine appears to go to 1999-2000.
Any hints?

As far as I know yours is yours to resell. If the new owner wishes to update they just need to register with C-P and purchase the upgraded pages. I verified this with the first copy I bought on the used market, then decided to not update it due to the costs. I only collect to 1940 so the extra info in the updates doesn't affect me as much.
Resale value is a little hit and miss. If the catalog is old enough upgrading to the latest edition will cost close to the price of a new catalog, so the resale value will be low. A newer edition will be worth more since it can be updated for less cost. Watch venues like eBay and see what other sell for (not offered for, actual sales) and use that as a guideline for pricing yours.

I am a NZ collector up to 1967.
I bought my catalogue which was way out of date from another collector 15 years ago.
I get the annual updates sent to me which cost about £45, so after all these years I am up to date with the details. If you are a collector this is a must for NZ stamps.

Re the catalogue.
Its use is for really all the detail.
Values vary so much NZ$.. US $ ..£
