Not Sure What This is Exactly.....

I know it is of Spanish origin, possibly of the Antilles or Phillipines.  Is it a revenue of somesort?  Any help would be greatly appreciated!!

Not Sure What This is Exactly.....

It is a Spanish revenue stamp for the period 1898 - 1899 but I'm not sure exactly what sort of revenue it is but I suspect some sort of documentary stamp.

“Sello” means “seal” in Spanish. The allegorical figure is Justice (with her emblematic sword and scales) and she is leaning on a tablet with ten roman numerals on it, symbolizing the commandments of Moses.  So perhaps this has to do with legal paperwork.
