They are old ice tongs for lifting and transporting large blocks of ice.

Thanks, that help me to help identify the maker.  I used some steel wool to rub some of the rust off.  Its says. STAATSBURG

The Staatsburg will be a town in NY.  Could also be the mfg or could be the ice company.
