The paw prints look like the Clemson Tigers.

I believe if you hold the balloon as if it is on a string ......with the little opening you are pinching at the bottom....you will clearly see CU with a flame.

Probably Clemson University - but a balloon made for some certain event ?

Did a little more searching and found a Clemson Organization which uses a "flame" in their logo. Not the exact flame on your balloon but close !
