Silver Thimble or Opium Singing Bird Dish? What is it? Need Help

 I am very intreged as what this item might be. No hallmarks Tested to be Sterling. In the birds mouth is a bar when shaking item rings. tray is about 6" acrossAlso has a compartment on top. Thanks for any and all replies.
