I'd be grateful for help with a silver mark

Hi; I have a silver candle snuffer with a matching tray. Both pieces are hallmarked. I thought I'd got the marks figured out until I realized  that the maker's marks are different.

Here's what I have so far:

London Assay office

City mark - London

Date Mark S - 1793

Duty Mark - George III

Makers mark: PB over AB - Peter and Ann Bateman

 

Here's what's confusing me the most:  The tray is marked PB/AB, which fits with 1793. The mark on the snuffer is WB, william Bateman.  I just read that the WB mark wasn't registered until 1800, and that doesn't fit! How can that be?

Both pieces are marked with the same monogram, so they definitely belong together.

If anyone can help, I'd really appreciate it.

Pb over AB is Peter Anne & Wm Bateman hallmark. http://www.silvercollection.it/ENGLISHSILVERMARKSXP.html#182ING

 

The WB hallmark looks like the one used for Wm Ball of Philadelphia (late 1700's - early 1800's).

The WB mark is by Walter Brind of London 1793 who was a "Holloware maker".
