refunding a lost GSP package

I tried posting this on the "knowledge base" board but the answer I got didn't cover the part of my question I really need answered.

 

I sold an item August 5th and shipped it to Erlanger, KY.  TRACKING on USPS shows the item traveled halfway there and then four scans showing "in transit/arriving late".  That is ALL that tracking the USPS number shows.  THEN.........it was assigned a global shipping tracking number.  I'm ASSUMING since it was given a new tracking number that that means it made it to KY...........but tracking doesn't specifically SHOW delivery to KY. 

 

Here's where I'm confused.  I KNOW that if tracking showed "delivered" to Kentucky that I could just have the buyer open an INR and ebay would take care of it.  

 

But here's my two questions:

 

1)  Since tracking doesn't specifically SAY "delivered" to KY, should I still be telling the buyer to open an INR against me?

 

2)  Would it be better for me to just refund the buyer?  and IF SO........won't that mean they'll lose the money they paid for GSP?

 

And yes, I DID call ebay to ask.  And since the CSR's I spoke to didn't seem to have any idea what to do I asked specifically if they could transfer me to the Global shipping team.  I ended up getting transferred to some freight shipper who had NO idea what GSP was. UGH.....

GSP is responsible for refunding the buyer once it's in their hands. It's messed up you don't have the tracking to GSP that shows delivered. However, you do have the tracking showing it left GSP and that's the tracking number you need if push comes to shove.

Do you have the GSP ORE Number or the item number for the package. Based on your activity in August, I can see 3 shipments around the first week in August. Any additional information on the item would be helpful to complete the investigation.

Yes, I have the ORE Number.  It was the set of metal flowers.  Did you want me to post the number here or are you just telling me it'll come in handy when I contact them (lol......can you tell I've never had to mess with a lost GSP package prior?)

I'm just SO frustrated.  I tried ALL THREE of those links to pitney bowes and none of them offered a way to contact them.  They all have links that say "for cross country shipping support for ebay items" click here.  But when you click the link all it does is show you a copy/paste of the ebay page telling you how to contact EBAY and ask for a call back and when you get it.......to specify your concern and they will forward you to the team which is best qualified to assist you.  I called ebay TWICE today (using the callback option) and both reps I talked to had NO IDEA how to connect me to a GSP specialist OR the global shipping customer support team.   Neither rep had ANY CLUE and acted like they'd never even heard of it!

 

I"m literally SO frustrated and at this point just want to refund and be done with it as I've wasted almost all day trying to figure it out.  But I'm afraid if I refund I'll somehow screw myself or my buyer.

 

I am going to try calling that phone number tomorrow.  HOPEFULLY it doesn't just loop me back to ebay!  lol
