refund for wrong item

i send return request to seller and seller declined it , seller send me defective item which was not described and now how can i get refund ?

What kind of return request did you file? A seller can not refuse an Item Not as Described or Damaged/Defective return case.  Did you file a case or just ask the seller for a refund?

i ask seller for refund and or return but seller declined return request and he lied to me , i send proved photos of the item that shows that it is not as seller described

You still haven't said if you filed a return/refund case through eBay or not. Use the link that @wesk_36 posted and file a Not as Described case. If to much time has passed to file on eBay, go to PayPal and file there.

yes i filed return/refund case and now when i check return status site , it shows that return is closed , reason is that seller declined return request

What type of case did you file? It must have not been an Item Not as Described or Damaged/Defective case.  Sellers can not decline those, unless you didn't return the item in the time limit allowed.

Anyway, you'll now have to go to PayPal or your Credit Card company and open a dispute.

some sellers do not have to take returns for certain reasons like a remorse return,did not fit/wrong size/just did not like it

these are all valid reasons for 30 day free returns but not strong enough for item not as described.

if you had filed a not as described return the seller would have been forced to perform to other rules

i first filed ''did not fit'' case because there was not ''not as described '' case , after that i found this case ''I received an item that does not match the seller's description'' and when i filed it , site shows that case is opened , and when i check status it shows case is closed , reason is that seller declined it
