purchasing issue

I tried to buy an item from :

purchase date on: Monday, Dec 18, 2017

predicted to deliver:- Tuesday, Jan 9, 2018

and I contacted the seller and he asked to increase the time and asked me to wait, I waited to complete 45 days and I agreed with him to refund and he accept, After 47 days I sent him a message to refund me he asked me to give him a feedback I told him feedback on what ?! 

I told him I can give you a feedback after you refund me or you increase my protection and if it doesn't reach he will refund me today I open there are no messages and no and there's no purchase!

can anyone help me or advice me what to do please? 

by the way, i have item no and tracking no and tracking process from the shipping co.

File an item not received case in the resolution center NOW. You only have 30 days after 1/9 to file with eBay. Ignore the seller. Ask eBay to step in after the 3rd business day if the seller hasn’t refunded you. You can contact eBay and try reporting him for feedbaxk extortion as well! He’s not allowed to ask for feedback in exchange for a refund. Once you get your refund, leave appropriate feedback for him BUT do not mention anything about cases or refunds!
