A buyer loses coverage under eBay's buyer protection policy if they refuse delivery of the package, with a few exceptions such as if the package had Postage Due and the buyer can document that.

My friend I did not receive the item,  And the sender claims that the item was received which is a lie.

And this is confirmed by the postal company USPS which was chosen the sender himself
