No. You only have to offer free returns if you want your listings to qualify for top rated plus status & get the FVF discount.

Free shipping nor free returns are required to be a TRS.  As Jen mentioned, though, if you want a listing to qualify as TRS+ for the discount, then you must offer free returns, but you still don't have to ship initially for free.
