It seems ebay won't allow me to post negative feedback on a seller who agreed to refund my money & then changed their mind because it was over 30 days. I needed that much time to see if the product would work. I'm just upset that I can't leave negative feedback on a seller that tells you one thing & turns around & does another. Might need to take my business elsewhere !!

You have 60 days to leave feedback. You also have 180 days to file a "not as described" complaint with PayPal.

Can you leave ANY feedback? Positive or neutral? If you can't most likely the 60 days since purchasing have expired.
Based on your narrative, it sounds like it may have been a while since purchase.

So, you've already posted feedback, and it has been removed? You didn't say that anywhere in your first post. You said you weren't allowed to leave feedback.
I think you've not given a very clear picture of what has gone on with this transaction.

If you have already left feedback and it got removed then there is no way for you to leave feedback again.

You have 60 days to post feedback. That is rather generous. You have thirty days to file a case. That should be ample time to know if your item is working.
If you go past either of these deadlines, then the time is up and it's done.
Sorry you waited too long.
You have 180 days to file a case on Paypal. After that, your last option is your credit card company.
There is no need to take your business elsewhere if you know how the Buyer Protection and ebay policies work. Most buyers do. This is for your protection. You need to know how ebay works so you don't run into problems like yours. It's not hard.

Wow so close. But it is thirty days. They probably realized you were past the thirty day deadline when they changed their mind on it.
