A little sketchy on the details. I assume you mean that you printed a label and it read 19713-3452 instead of what you expected 19713-2333?
The chance are that eBay did not make that change. When the label is created the postal system verifies the information and most likely it was the post office computer that made the change.
Are sure your postal code hasn't been changed? A while back, due to a significant increase in population in my city the post office one day split what was one ZIP code into two. So half the population had to change their ZIP code.
One way to tell is to go to usps.com and click on "look up ZIP code". Enter your street, city and state but NOT your zip code and see what it comes back as.
