Only allowed to select "Free Shipping" when creating new listings now?

I'm trying to create listings using the "multiple listings" tab. Under the shipping column "Lowest shipping cost", it only allows free shipping. I see no other tab for shipping charges. What is going on? I don't want to use free shipping.
