Resolved! Package delivered to different Town State than where I live.

I live in Fla, UPS package shows delivered in Calif. Seller says he shipped to my registered address in Fl. and its up to me to get my package. What steps do I need to take.

Why are shipping fees so ridiculously high? They are often more than the item costs. Are fees not regulated through Ebay? Can a seller just charge whatever they want?
