Resolved! Puerto Rico Blocked??

Can anyone tell me why Puerto Rico is showing up in my listings as a excluded ship to location? I have always shipped to PR, had a buyer ask why I would not ship to pr and sure enough it is on the excluded list.

Do no want to offer Combined Shipping

A certain item I sell can not be combined when multiples are purchased. I dont see how to make sure this doesnt happen, I have lost a bit of money because Ebay automatically combines shipping. Please advise
