How to set "pay from ebay balance" as the DEFAULT for all shipping methods instead of 'paypal'.

Or at least for default for all that ebay allows (USPS, ebay international, etc). Currently, may default is Paypal, and I do not see a setting in my account that allows me to select 'ebay funds'.
