Seller has relisted an item I purchased but did not receive. Delivery confirmation was required.

International purchase. Listing states all deliveries require confirmation. Tracking says item was deilvered back to seller and was accepted. Seller refused to reimburse and is now relisting item. eBay system making it difficult to revist this claim.
