I live in OR buyer is in WA State shipping on her end it shows $22.59 for under a lb???

I have calculated shipping set up on my end and she has standard UPS on her end. Shipping is normally between $8-$10. I'm not sure what the glitch is or how to fix it. Has anyone else experienced this issue?
