Ebay shipping discount

I just used Ebay to ship an item USPS and Ebay discount was applied. Shipped USPS Ebay charged $58 and change. I forgot to purchase insurance so did at USPS Office, would have only charged $52.15. so I paid Ebay $7.00 more. Where is the discount ?
