Had a customer to choose and pay for USPS First Class Postage, but am unable to purchase any type of postage except through UPS. Other options does not allow me to choose USPS - only UPS. First time I've had this to happen - any solution?

cannot purchase shipping labels through paypal

I have been using my paypal account to purchase shipping labels. Today ebay would not let me use my paypal account to purchase the label. I was forced to change to using the money I had on payout to purchase the label. Was this an announced change?
