I sold the item on February 17th to a buyer in Germany and he has not received it. I received a request from him today asking for a refund. I don't have a problem with the refund but don't know what to make of the usps statement and the Enormous delay. All I can assume it is lost and my only resort is to make the refund.

Let the buyer know it was delivered to their freight forwarder and they need to work with them to find their package.
If they file an INR, respond to the case and upload the tracking number showing it was delivered and it should close in your favor.

Do not refund @oli4 ; the item was successfully delivered to the address on the order. As the above poster mentioned, respond to your buyer with that information.
Buyer,
Your item was successfully delivered to your freight forwarder on March 28 via USPS [tracking number]. You'll need to contact your forwarder for the international tracking information.
Seller
If the buyer files a formal "item not received" claim, go into the claim, click the link to update tracking. It will be pre-filled. Click the button to confirm it's correct.

I don't think he knows who the "freight forwarder is", nor do I. I want to help him and just making that statement might anger him because he just doesn't understand.
I would like to give him steps for INR so he doesn't have to jump around, but I am clueless because this unexplored territory for me.

Yes, he does know who his freight forwarder is.
It's like if you wanted an item from Germany but found out that seller in Germany does not ship to the US. But you found a freight forwarder in Germany or the UK so you contracted that forwarder's services and had the item shipped to them and the forwarder then ships to you. In order to do that, you choose the forwarding company you want to use and set up an account with them.
Does that help explain what's happening?
It's very common for buyers using forwarders to claim non-receipt and hope to get a freebie.

On March 23rd ebay says "Your funds are on hold until this request is resolved"

Hi, Your buyers purchase has been delivered to the freight fowarder that he has chosen. I am quite sure that you have fulfilled your responsibility. If your overseas customer files an INR case - Just upload the tracking number into the case...........Eazy - Peazy!!

Buyer knows who their freight forwarder is, buyer pays them to reship their orders to their country.
About the only way to help them is to have them contact the freight forwarder and ask about the package.

Since tracking shows it was delivered, they won't get a refund.

That means the buyer already opened an INR!
As I said earlier, go into the claim, click the link to update tracking. It will be pre-filled. Click the button to confirm it's correct.
In a few days you'll see the option to ask eBay to step in. Do that and the case will close in your favor as long as you shipped to the address on the order.

I uploaded the tracking number for ebay to resolve the case and they said:
"The case is pending
Hang on, we're still reviewing your case."
