Could someone please explain to me why Ebay is making sellers upload tracking. Is this just for sellers that don't print their labels on Ebay or is it for everyone. If it is for everyone then my question is WHY? The tracking is already there when you print a label on Ebay. Please clarify because as usual Ebay is as clear as mud.

You only need to manually upload tracking if it's not already there: if you print labels from eBay/PayPal it should automatically upload.
eBay has not given a reason for this change, but modern buyers expect to be able to follow their tracking and make arrangements for delivery.
Please also note that in order for the sale to qualoify for Seller Protection, you must upload the tracking before the Estimated Delivery Date has passed.

In order to experience 'seller protection', one MUST use tracking. Without it, you will lose. So yes, everyone needs to do this - or forgo any chance of winning any dispute filed against you. Lose these disputes often enough and you will lose your eBay account, permanently.
The differences are when you use the eBay or PayPal function to print labels - you get a commercial rate discount AND this tracking data entry is automatically done for you (so you don't have to do it manually).

So if you print your labels on Ebay the tracking is already uploaded. That's all I wanted to know.

Yes, as others have stated, this is for sellers that do not use eBay labels, or another that does not upload. PayPal labels have added the tracking for me. I have been told that a stamps dot com label can also load to the transaction.
eBay may believe that getting the tracking into the order will reduce the chances of the buyer opening an INR. I have had buyers ask where their item is. I always use/upload tracking, so it may reduce those instances of INR cases, but it will never eliminate it.
edit: any case that goes beyond being handled by a "bot" costs eBay money. Their reason for existing is to make money.

Why is that? If you are using a delivery service with delivery confirmation now then you can manually enter the tracking number since you aren't using ebay to print your labels. Do your items have a delivery confirmation number now?
