Unable to issue a refund

I have been trying to issue a refund for a few hours now but cannot, everytime I get to the last step of the process I get an error message saying there was a problem issuing this refund.

I have tried from my desktop as well as the ebay mobile app on my Android phone

Is there enough cleared funds in your Pay Pal account to cover the refund.

The funds were already removed from my PayPal account when the buyer opened the return

I've had this happen a few times. I had to call eBay to get them to process it for me.
