Why did all labels get a $.25 increase today without any prior notification and no messages on USPS website?
I check printing costs prior to doing bulk printing and 2-3 hours ago, the prices were same as always.

This was announced by eBay in August. I believe there is a 40 cent increase on priority &Parcel Ground mail too. Sorry you missed reading it. BTW teh 25 cent increase is only on first class mail..
This is a Holiday increase that ends on Dec. 27.
But watch out for the increase around mid January every year.

eBay included this information on the Announcement board on October 12, but chose to use a stupid backwards headline: "Announcing no surcharges with UPS® and FedEx® when you ship with eBay Labels". In other words, no we're not going to give sellers a break, we ARE going to pass along this new USPS surcharge.
It was in the USPS announcements in August:

Yes, another increase for the USPS. This one a "temporary seasonal adjustment" - hah!
USPS has already filed a request for a NEW rate increase to take effect in January.
What is interesting about the January increase is that is appears to leave Priority Mail out of it. Could it be USPS is planning to extend the so called "seasonal increase" for certain types of packages?

Did not dig too deep as there is nothing that I can do about it, but wouldn't this statement tend to make us think that Priority would increase as well as 1st Class?
"The proposed prices, approved by the Postal Service Board of Governors, would raise Mailing Services product prices approximately 1.8 percent for First-Class Mail and 1.5 percent for other categories."

There are many categories other than First Class and Priority Mail. Here are links to the current rates (including the surcharges added today) and the proposed new rates for January 2021. You don't have to dig too deep to see that the proposed online rates for Priority Mail are 40 cents less than today's rates.

Why is the increase passed on to sellers and not the buyers?? Shipping cost didn't increase, just the label discount decreased.

The "eBay discount" shown for postage label is merely the difference between USPS's published retail rate and the online rate. The new surcharge is added to online rates but not retails. Since only the online rate increased, the "discount" decreased.
