I am both a buyer and a seller on eBay. I ordered an item that shows as delivered but I did not receive it, and it was probably delivered to someone else's mailbox. It wasn't expensive ($6) but I just don't feel it is fair for the seller to give me a refund because USPS made the mistake. This is how I will correct the problem though: I will not be ordering anything else from eBay. If I have no recourse then I don't want to shoulder this risk again. Thus, eBay loses.

Did you go to the post office with a copy of your eBay order to show the clerk the tracking number and your mailing address - then ask them to check the package on their internal system to see if 1) the tracking number was addressed to you and 2) if it was addressed to you, what the GPS coordinates are on the delivery scan?
If it was addressed to you and misdelivered then the carrier can attempt retrieval or an insurance claim can be filed assuming the $6 item was shipped with Ground Advantage.
If it was addressed to someone else in your zip code, that's a scam so you'd have to get a signed letter on USPS letterhead that says the package was addressed to someone else (you don't need that person's name address, just a note that says it was not addressed to you) then use that document to file a claim on eBay.
All that advice assumes this is a regular package.
If this was an eBay Standard Envelope (ESE) shipment with an ESUS tracking number then disregard the above advice. If it was an ESE shipment, see below:
eBay Standard Envelope (ESE) is a metered mail shipment so it does not receive traditional tracking scans like a package would, and the clerk at the PO counter cannot scan it or track it. The envelope is scanned by sorting machinery at distribution centers along the way.
With ESE, a 'delivered' scan generally occurs at the last USPS sort facility before it gets to the buyer, so typically the buyer will receive their order a few days after the delivered scan.
If you just saw a delivery scan today then I suggest giving a couple more days for the envelope to turn up.
You can sign up for USPS Informed Delivery. You get an email every morning with images of letter mail you'll be receiving that day (ESE should be pictured with the letter mail), and the email will also show a list of package tracking numbers arriving that day.

When an item is pictured on your informed delivery email, but that item isn't delivered, you can log in to your account at usps.com and report that you didn't receive it. That alerts the PO and they will alert your carrier that a mail piece was missing from your delivery.

If tracking shows it was delivered, the seller wouldn't have to refund.
USPS said they delivered it, so you have to work with them to see where they delivered it.
If it was miss-delivered, they can try to get the package back.

I am currently recovering from ankle surgery so getting to the post office is a bit of a challenge, and this is a lot of time to spend on $6. I would rather take the loss in my current state and in the future, avoid the risk of ordering from eBay since the USPS here is nearly incompetent. If sellers offer UPS or Fedex I would reconsider since those can't be misdelivered to the wrong mailbox.

Call your post office to ask about the GPS on delivery and whether the package was addressed to you. At least then you'll know if the issue was with the seller or with USPS.
You'll run into the same situation with every single carrier.
FedEx is notorious for delivering my packages to neighbors, sometimes several streets over, then denying there's any issue and I only find out what happened if those neighbors are kind enough to bring the packages my way.
It's not a problem exclusive to eBay.

I don't understand why you're blaming ebay rather than USPS (or possibly a porch pirate).
Do you really think Fedex & UPS are immune from misdelivered parcels?

I didn't have an item lost last year plus up to date this year by the USPS.
Something 6 bucks had tracking?...and showed delivered. Was this one of those eBay metered envelopes?
Probably you thought it was junk mail and threw it away or something.

I don't quite understand the "problem". Buyer didn't receive an item was "wasn't expensive" at $6.00, but doesn't want the seller to send his/her money back ??
I don't quite understand how the "problem" is "corrected" by that buyer choosing not to buy on eBay again.
I believe eBay will survive the financial loss of the final value fees on a $6.00 item.
