USPS and missing mail

I have had 2 requests for refunds on cards buyers did not recieve,  I'm a top rated seller with 100% pos feedback and pride myself on getting things shipped out quick but the buyers are not getting their items so they say !!!!!  there has to be a way to get this issue resolved  with USPS or Ebay, this is getting crazy.

What does being TRS with 100% feedback got to do with your buyers not getting their items? 
Refund your buyers that’s all you can do.

Are you shipping with USPS Ground Advantage, which includes tracking?

Or are you shipping with the eBay Standard Envelope, which includes metered mail scanning & tracking?

Are your envelopes flexible enough?

Please provide more information.
