Hello everyone.
I shipped a package through USPS Priority Mail and the tracking info shows it was delivered on 10/20/20 to a parcel locker. The buyer is saying she can’t locate it. Should I issue a refund and file a claim separately with USPS? I’m not sure how long I should wait for the package to show up.

No... don't issue a refund. If the item shows 'delivered', you'll win an INR case. You're done, when delivered. Good luck.

USPS has been horrible lately. They have lost 7 of my express mailings that needed a signature. They have lost 3 priority mailings, 2 first class mailings and 2 media mail mailings. This is in the last month.

A parcel locker needs a key to get into it. Ususally the key to open the locker it is left in the recipients mailbox.

Filing a claim "as lost", for a parcel that shows delivery, will end rapidly with USPS denial of the claim.

I have had 2 INR requests today and just opened 2 where is my package on the USPS. Hope it gets them moving. I had to just do that with a return that was sitting somewhere for 2 weeks. Finally got it back today. My postal guy said they are overwhelmed with mail in ballots and are behind. Time to change my handling time to 3 days instead of 1 but still ship in 1.

Tell the buyer to speak with her mail carrier or to call her local post office. Tracking confirms delivery so she needs to sort this out with her post office.

call the receiving post office directly... they can check the locker and see if there's actually a problem...

Thanks everyone. I filled out the USPS help request form and will call the buyer’s post office later today. Hopefully the package will turn up!

I'm not looking forward to this week. After Sunday and Monday off I am sitting here without bandaids on my hands. I was sporting 3 last week and even met a lady standing in line to vote that one of the political mailers cut her hubbys hand so bad that it required 3 stiches and a line of surgical glue.
The ballots arn't the problem. Though we are keeping them seperate and they are being rushed to the county election boards. The problem are those huge glossy pollitical ads. You can't work them fast without blood loss and there are piles of them, 90% from the GOP. And I am sorry to say that it is mandated that these get the highest priority. (seriously, I'd rather deliver a 50# package to each of my 500+ addresses than deal with more of these mailers).

Have you considered wearing Nitrile disposable gloves? Our PO counter staff and all the carriers have them.

I currently have one buyer who opened a INR claim when the USPS tracking shows delivered last Saturday. I responded to the claim with the tracking number and eBay will close it without harm to my account. After searching through my orders over the last 3 months I found this same buyer did the exact same thing to me with a purchase made in early September. I should have blocked him back then but have now done so.
I also have several buyers (one very nasty) complaining about late delivery. All orders were shipped on time or before the date required, tracking shows all made it to the Detroit sorting facilities the very next day, then fell into the abyss and show no movement since Oct 13. The nastiest buyer has been on eBay for several years. Once again, I am getting rude messages because the post office is overwhelmed, again.

Yes I have some that fit well I bought for my epoxy art (the ones at the PO are too big). Those things slice right through them after about 5 minutes. They also slow me down sorting regular mail. Our clerks use them up front at the window but it's hard top sort piece by piece with them on.

Well over 80% of those glossy political mailers that I've received here have been for the local Democrat candidates.
From the presidential candidates side I've received Zero from Biden campaign and 1 from Trump campaign.
I've always wondered if those mailers have any effect on the voters choices as I typically circle file them immediately.

I assume that the number of fliers any household receives is directly in proportion to the intensity of the contests. I live in a very blue state and thus I have not gotten any presidential campaign mailings, but I have gotten plenty about our two binding ballot questions, especially the one that is opposed by the automotive industry.
