Why is USPS Parcel Select Package shipping twice as expensive as the USPS retail shipping on larger packages. It does not make sense that you can go to the post office and ship a package for $13 but eBay wants to charge $26. They are both ground services. Does eBay want to make than additional $13 for doing nothing? And they still charge a shipping fee if you ship from the post office. Ebay has lost their minds!!!!!!!!!!!!!!!!!!!!!

This is the USPS, and not eBay.
Since June 23, 2019, the USPS is now charging dimensional weights on Priority Mail and Parcel Select to all zones for packages over 1 cubic foot ... the USPS decided to not impose dimensional weights on Retail Ground, I assume because it might cause lots of anger at the counter.

This is eBay at their finest... I spent hours on the phone today with eBay & the USPS. The USPS rep stated this is ebays choice to use parcel select, which is twice the USPS rates. The eBay rep was going to check into it to see why it is more expensive to ship parcel select than priority. There is either a glitch in the system or eBay is taking a very greedy approach in this matter.

There has been some sort of misunderstanding here, possibly several misunderstandings. eBay doesn't choose Parcel Select, the seller does. And it doesn't cost more than Priority.

I agree that the seller chooses which shipping option, but eBay chose not to use a less expensive ground shipping. The following picture shows Parcel select at $27.27 and Priority at $26.70

That is correct... eBay on the other-hand chooses to use a ground service that does!!!!!!!! They are not doing much to help the seller. SAD!!!!!!!!!!!!!!!!!!!!!!

It is NOT twice the USPS rates ... eBay charges the USPS rates. This is not complex. The USPS publishes their rates on this page, and this is what eBay charges. Keep in mind that these rate tables are for packages UNDER 1 cubic foot, and you need to calculate dimensional weights for larger size packages.

Neither. Priority Mail is only a few cents more expensive than Parcel Select. But, because you are a Top Rated Seller, you get a 3% discount on Priority Mail ... thus is is cheaper for you to use Priority Mail.
Example on an 11 pound package to zone 6 (under 1 cubic foot):

(P.S. eBay customer service is paid a few dollars an hour, barely speaks English, knows nothing of selling on eBay, and reads from scripts ... if they go off script, they lie or do something to get you off the phone).

Retail is retail, is retail, is retail, is retail, and is just what it says. Retail service purchased at the "retail" counter at the POST OFFICE.
The rates are different. They are set up by USPS.
eBay can not choose to supply an "online" purchase label at "retail" rates.
It is not an "online service".
eBay "online" labels cost the same as labels at other places that you get "online" labels.
