USPS First Class Package International

Trying to ship a package from U.S. to Lebanon. Buyer selected USPS 1st Class Intn'l but when I go to create label on Ebay, it is only allowing me to use eBay International Standard Delivery. 
Anyone know a way around this?

Would the current war in Lebanon have anything to do with this?
Does the USPS have a notice about war zones on its website?

Thanks! Just Googled and found out USPS is not currently shipping to Lebanon or Afghanistan, Belarus, Brunei Darussalam, Canada, Cuba, and Gaza Strip
