Ok. I think I've figured out why Puerto Rico and other US territories are not able to make purchases, even though the box is unchecked for US Protectorates.
I recently had a buyer from Puerto Rico get downright informative toward me for not allowing them to purchase an item because I will ship only to US addresses. After some reading I discovered there are five major US territories that include Puerto Rico, American Samoa, Guam, United States Virgin Islands, and Northern Mariana Islands. (I adjusted the shipping and had zero problems with the transaction. It actually arrived at its destination before a few of the mainland addresses.)
To allow shipping the box in excluded locations needs to be unchecked for each individual location even though the box to ship there has already been unchecked. The reason I think this happens is because only the USPS ships to these locations for the same price as anywhere in the 50 states. Other services such as UPS or FedEx have different rates and/or fees and taxes.
Could anyone confirm this for me and also add any more information about US Protectorates in regard to eBay shipping?

Yes, UPS & FedEx have different rates for Alaska, Hawaii, & the US Territories. Of course, you will need to do some homework on which service level is most suitable for what you sell on any platform.

You might be able @eddjr69 to stem future informatives
by testing your listings in another browser. No need to log in -- just enter the zip code e.g. 00801 for US Virgin Islands.
