I recently shipped an item by UPS SurePost and it was damaged by the post office. Even though eBay says that the item is insured up to $100 they don't tell you that this only applies to the transit of the item with UPS. The post office considers it uninsured once they receive it unless you specifically bought insurance which is actually not possible to do on eBay. You are led to believe the item is insured but this is not true.
eBay says it is the sellers responsibility to read the fine print of all of the carriers shipping terms. They seem unwilling to add a caveat to the option of UPS SurePost to inform the seller that the item is only insured for part of the journey.

@heyjuliebean That post you linked to is full of incorrect information. UPS SurePost / Ground Saver has not been discontinued. The parts that changed:
- UPS now handles delivery end-to-end; USPS is no longer involved.
- Because UPS now handles delivery end-to-end, the up to $100 insurance coverage applies through delivery which is different from the old process where insurance coverage was cut off when UPS handed off to USPS.
- Because USPS is out of the picture, the service is no longer available when shipping to AK/HI, PO Boxes, military addresses, territories.

Great news that USPS is no longer involved, but interesting that they are still putting the USPS barcode on the shipping labels.

I just recently made the decision to go with UPS Saver over USPS Ground Advantage because of multiple delivery fiascos by USPS.
Not long after doing so, I read a post saying SurePost no longer existed and packages sent SurePost were not getting delivered.
I switched back to USPS GA
Then I read a post saying SurePost does still exist, but be aware that once USPS received the package, it's no longer insured
Then I saw your post saying USPS has absolutely nothing to do with SurePost any more
I switched back to UPS GS
With all the different things I'm finding about SurePost, I called UPS non-customer service, which never allows you to speak with a breathing human being. I was able to speak with someone at a UPS Store who told me that the process now is:
1. Customer drops package off with UPS
2. UPS delivers it to USPS near final destination
3. USPS makes final delivery
But then I found this on the UPS website, which confirms exactly what you said

It's probably just as well that I was unable to get a live rep from customer service. What are the odds that I would have received the correct answer? The UPS Store worker has no clue.
