eBay considers Insufficient Address the same as Delivered.
Don't contact the buyer: If there's a problem, they will contact you, or if they file a case for Item Not Received, eBay will close the case without a refund, and they cannot leave feedback/removed if already left.
It'll take awhile (returned to sender is low priority) then you can decide whether to refund, and if to deduct the postage and fees you lost.
