Shipping to Puerto Rico

Recently I sent a package to Puerto Rico and had to fill out a customs form.  Now I have sold another item (beer sign) destined for Puerto Rico and the customer tells me that eBay says it can't be shipped to Puerto Rico.  Something going on?  I know in the past I have sent items there and they were treated as if within the States.

Ebay allows members to choose Puerto Rico as a country (ebay should not do this) ... .this causes problems with shipping. Not all carriers handle shipping to PR the same way.

Here is how members should sign up as being in PR.

Try USPS as a shipping option.

UPS ground does not go to Puerto Rico.  Ground means it's by truck only.  Puerto Rico is an island surrounded by water.  USPS Is an alternative.
