I received a notice from eBay saying I underpaid for an item I shipped. The item I shipped weighed 2 lbs, 12 ounces and I am being charged $12.21 because ebay is saying it weighed 15 lbs. I went to the USPS and they told me that it is an eBay issue. No one wants to be responsible.
thoughts on what I do next?

Do you have a receipt from USPS from where you dropped it off and they weighed it? You need that to get refunded. Otherwise, you are asking USPS and/or eBay to take you at your word and they are not going to do that.
It is likely not an eBay error. When this happens it is normally either because the seller did not input the package weight and dimensions correctly or there was something else sitting on the package when it went through one of the checkpoints somewhere. USPS has an internal system that scans packages as they move along the conveyor belt. Not every package gets scanned. If there was a 12 pound package sitting on top of yours as yours went across the scale and had the barcode scanned, it would have shown up as a 15 pound package and USPS would have billed eBay for that and eBay would have charged you. The USPS receipt shows the weight of the package when you handed it to the clerk. That's how you fight those extra charges. There is no other way to do it and have any successes apart from this being an eBay issue that is widespread enough they admit it. I've not seen
If you don't have a receipt, consider it a paid lesson. Always get a receipt as you take on some risk when you don't.
I had this happened about a month ago. Mine was an extra $8. I have my receipt, but I never bothered trying to get the error corrected. Minor errors like that are a part of doing business. It could cost me an hour of my time trying to get it straightened out - and for what? $8? I'll be happy to have that extra deduction at tax time. I'd rather spend my time listing as that is how I make money.
People have to start learning how to absorb relatively minor costs and not stress over losing $5, $10, $20. Your business is much bigger than that.

Shipping adjustments come from the carrier, not Ebay.
USPS is the one that's saying it weighs 15 pounds, Ebay has no clue how much it weighs.

A receipt is not needed @christworks .
eBay has nothing to do with the cost adjustment other than USPS passing the info and charges through them.
The email from eBay has info on how to appeal @misskaren4125 . It's possible your package piggybacked with another which impacted the weight.
The process is to sign in at usps.com and file a dispute here: https://apvdisputes.usps.com/
The adjustment details you need can be found on this eBay page: https://www.ebay.com/ship/lmng
The process is super fast and easy - you fill out something like 3 questions and click submit then wait for the results. I'd have to look it up to be certain, but off the top of my head I think you have to file the dispute within 2 weeks of the adjustment. EDIT: Correction - you have 60 days to file the dispute.

As @wastingtime101 has pointed out, the appeal process is quite simple.
You may also use the 1-800 telephone number which you will find attached to the memo which you have received.
Several years ago, I had a similar situation -- an email notice through my eBay account regarding an underpaid package, which I was certain weighed less than 8 ounces, but which USPS was claiming weighed several pounds.
I chose to use the 1-800 telephone number, and (after the normal "If you are calling due to" re-routing), I was connected with a 100% human being! She explained that smaller packages quite often become attached to larger packages; and, when photographed during the routing process, the smaller package often is judged to be heavier than it actually is.
She opened up an investigation case for me, using the identification number on the email which I had received through eBay; and explained that I would be receiving a refund from USPS if the case was found in my favor.
Less than a week later, I was refunded. It was as easy as that.
So -- either file a USPS investigation case via the internet or telephone -- but do it!
(By the way -- the reason that you had received this email through eBay rather than from USPS, is that eBay is the contract holder of record through Pitney-Bowes. So USPS had originally contact eBay, and eBay passed the email on to you.)

This topic came up in a post I read a while back and the accepted answer indicated that for USPS, a receipt showing the weight of the item was needed to dispute the extra charges.

The OP has stated that the notice of price shipping adjustment was sent AFTER the OP had already made the shipment, and the item was in the possession of USPS.
There is nothing to be shipped -- that wasn't the OP's question.
The OP was asking about how to address the email that the OP had received concerning alleged underpaid postage.
Even had the OP shipped directly at a USPS counter, there is nothing to stop a similar USPS error from happening in the future -- this seems to occur so regularly with USPS, that USPS has a special investigations department created specifically to answer these problems, and even has humans to answer the phones.

Follow the link in the email to appeal the charge. Make sure to link to the listing and describe the item size and weight plus the box size and weight with packing material. It's worked for me.

I do have a receipt! I spoke to both the USPS, who said it was an eBay issue. I then spoke to an eBay representative who was he,Paul. Nothing has happened yet but I need to pay more attention to my shipping adjustments!!!!
