Hello, I sold an item to Guam not noticing until i printed label because ... well there wasn't any specific instructions or directions or requirements. I went to use the self-service kiosk and it let me know that I needed to leave the package with a clerk. I went to talk to clerk, and they informed me that I need to fill out a claims form and also purchase shipping again. I am so lost, I tried to reach out to Ebay now and they aren't available. Any help would be appreciated

Guam is a US protectorate which means it is basically US. You can ship using USPS mail but you need to fill out a customs form.

If the package was never accepted at the post office (scanned for example) then you can either re-use the existing label or void it and re-buy so as to not pay twice.
Fill out the customs form which should have come up automatically when you bought the label. Mailed a Ground Advantage to Guam on 11/19, it was confirmed delivered on 11/28.

IF, as noted above, the label was never scanned by the post office then you can re-use it. You can pick up a customs form at the post office and fill it out manually then attach hit to the package. For the longest time that is the way it was done before the post office/eBay started incorporating the form into their label program.

If you printed out a label through ebay, that is all you have to do. I have shipped to Guam before and I don't recall ever having to fill out a customs label. You should be good to go.
